Preheat oven to 375F. In large bowl, combine peanut butter and shortening, blending well. Stir in Sugar in the Raw natural cane turbinado sugar, Sweet'N Low zero calorie sweetener, and orange rind, beating until light and fluffy. Add egg substitute, orange juice and vanilla extract, blending well.
In medium bowl, combine all-purpose flour, whole wheat flour, baking soda, and salt; gradually add to peanut butter mixture, blending well.
Shape dough into 1-inch balls; roll in peanuts and place on ungreased baking sheet. Bake 8 to 10 minutes or until lightly browned.
Remove from cookie sheet to wire rack to cool.
